Stuck in the 80s
The best answer would be: there isn't one. It may be free. It may offer PHP. But chances are, there's probably some big negatives to it.

check out www.zoomhosting3k.com ... they have php and mysql but its like 3.95 a month...

well, if this isnt a big site and seeing as you want a free host im taking it that its not. you can always host it yourself if you have cable/dsl or greater. thats one thought about it. because its free exept for badwidth.

It's pretty odd that PHP being a free script, on a free OS, with a free Internet Daemon, I can't find a single damn free hosting good enough like Brinkster ( www.brinkster.com ), which means, without 30 pop windows and marketing ontop anything you make.
It is best free host I ever saw, but for ASP!
Even www.free-php-hosting.com got no good ones (I think in the past it used to have).
By the way, I do pay a local host, but it is on a domain name that doesnt fit the new PHP site I want to do. And I can't, again, find a good DNS Redirect for it. :P

What sort of negatives?
And I'd like to ask what Cawas asked: free script, free db, free OS, and no free hosts on the Internet. Why is that?

because it cost money to require the bandwidth, the servers adn such. if the Host doesn't charge anything who pays for it all?

Why don't you go to www.freewebz.com or www.brinkster.com and ask them how they do it for free hosting + free asp (which is not free) + free sql (which is not free) all running on windows 2000 (guess what?).

sure a lot start ou tlike that but you will see it go down as well. there use to be hundreds of free hosts, how many can you find now.... I rest my case
they die becasue it cost to much to run them.

Yeah, I agree the way is providing good paid service. I can't see how brinkster can still host free web pages for so many years. Maybe its just its boss crazyness. But, it is there, and it is possible, somehow.
Maybe they can use that to get attention, and then get more customers for paid service, and that pays off the free hosts. Maybe not.
Brinkster is up for like 3 years (That I know cause I have host there for that long) or more.
Always with both paid and great free service.
What I can't see is what there is no low bandwidth service just like it. You know, and I know, a medium / big host MUST be paid, it simply can't pay from just merchandising, pop banners and so.
But a low bandwidth can be free and pay it by other ways, since it is damn cheap.
