Be aware that NT-based machines (NT/2000/maybe XP) will not be affected by any code that you use, since the kernel gets first crack at ctrl+alt+del.

Certain types of questions bother me. This is one.

Who owns the computer? The user or some clever programmer?

If user wants to look at Task List, why not let him?

It may be the computer owner that wants CTRL-ALT-DELETE diabled from other users.
    Tips:
    • Google is your friend! Search before posting!
    • Name your thread appropriately... "I Need Help" doesn't cut it!
    • Always post your code!!!! We can't read your mind!!! (well, at least most of us!)
    • Allways Include the Name and Line of the Exception (if one is occuring!)
    • If it is relevant state the version of Visual Studio/.Net Framwork you are using (2002/2003/2005)

Use the system policy editor to do this - in Win2000 look in control panel -> users. This is not something that a program should do - it is the perogative of the operating system.
