Question Compatibility between XP and Win9x

I was wondering about compatibility between WinXP and 9x. I have WinXP and I also have VB.net standard, it's just I want to create programs for Win9x (and XP). Is it possible to make programs compatibile for Win9x with VB.net? Also, I want to do this without these computer having to download the Microsoft . NET framework.

    Thanks

All computers .NET must have, yes! No workaround there is!

hellswraith says he always makes people to go to the windows update site and download the framework from there. Good way to force people update their windows, and if they don't, then they shouldnt expect to run your app

Don't blame the developers, blame MS. Either I distribute the framework, or MS does, it doesn't matter, the user still has to download the 20 mb. Sorry if your on dialup. Just start your windows update when your going to bed, and it will be ready in the morning. It won't affect you.
