Is there any way to detect the GMT zone of the client machine?

Two things:
How do you get this code working in VBScript or Java.... and how can you get the clients's configuration (not the server -where the HTM would be reated out of the ASP- )

Is there anyway to write a function in Java to do this?? What's more.... can this function be called from VBScript?
I would need to get this value in a variable so that I could use it in VBScript a few times.
