    Talking usercontrols - weird question

This is a usercontrol, which is suppoed to be a container, like the panel control:

I want the user to be able to put controls in the red part ONLY and not on the gray "title" thingie. How could I do this?

I dont know if its practical, but cant you move what the user puts into your control out of that gray area at runtime?

well I'm assuming that there should be a way. Because some controls have a dock property. If the control (like a toolbar/menu) wants to stay at the top part of the control, then I'm not gunno be able to move it.
I also wanted to have my form act this way. I had a skin for my form and it had a title bar which was kinda bigger than usual. The problem was that my toobar ended in a place out of the screen
