There is a control which, if I am not wrong, comes with VB. It's called "Microsoft Multimedia Control" and supports many features such as recording, playing, etc. It works with many devices like WAV, MIDI, CD-Rom. I don't know it very much because I have used it only for playing music files by now. Maybe it can record from a microphone.
