Desktop Publishing person needed!!!!!!!!

I have a project to do for a friend of mine (it is "due" by the end of November, but I promised him some examples by this or the next week). Like my subject suggests it is about desktop publishing. In more details the project consists of designing a booklet/folder or any type of "catchy" design for a non-profit organization. The booklet is to be presented to the potential donors. I have all the information that should be included in the booklet (it is in the Word format or if you prefer I put it in Page Maker as well (without any kind of formatting - just plain text).
The booklet should be designed with a patriotic theme in mind (flags, maps, eagles - anything of that sort - no 9/11 themes though). The organization for which I'm doing it for is a non-profit organization that tries to show how badly money is spend by the US government.
I'm willing to pay a reasonable amount of money (through PayPal preferrably) for some designs. I can give you more details if you are interested. Like I said this is for non-profit organization, and I'm doing this for free (obviously), so if your price is too high I'll probably won't be able to pay you no matter how good your designs are. So keep this in mind when you send me an email.

I need to come up with a booklet or any other type of printed presentation (a folder and a booklet are really the only options). The presentation should be either A4 format paper folded in half (in landscape position) or A3 folded in half (also in landscape position) for the booklet, and A4 format without folding for the folder).
My job is to design the visual effects on the presentation - some kind of a theme that would stick out throughout the booklet (for example a flag in the background, eagles in the corners - something that shows patriotism). Each page would also have a strip on a left hand side, about 1/3 page tall (same for each page) with information about the organization (I have that material). TO further improve the effect of the presentation I imagine that pictures and quotes would be a good addition to most of the pages (you don't need to look for pictures to insert, it is sufficient that you say what kind of picture you envision in a certain place (same with quotes). The organization has a photographer who will get the pictures needed. The pictures and quotes (for which you only need to find placeholders) should either show how unhappy people are with current budget priorities (picutres of people protesting and stuff like that) or how happy they are with what the organization I do it for has done to improve the priorities in the budget.

That's pretty much all I need to do. There are 10 pages altogheter that need to be designed. like I said I have/can get all the necessary material (i.e. text and pictures and quotes), so your only job is to make it look "professional with pictures, but not glossy" (from the email I got from my friend).
One last thing: it can be either in color or BW (or two colors, or three)
