mscomct2.ocx no rights

I was using mscomct2.ocx in my application. I had to format my machine and it is no longer available. I decided to reinstall my application and I restored the file. But now I get a message saying I do not have rights to develope with this OCX. WHat happend... where can I get this OCX with rights again?
I already downloaded vsp3 but this did not restore it!@@


PLease any help would be greatly apriciated.

I'm not sure but you should delete some of the many duplicates of this post. Sometimes the board gets freaky like that.

Simple.. 1 warning, Then Ban.. After oper'ing IRC servers for a long time i have learnt not to tolerate spammers. If they can submit it 50times, they can remove it 49 or face a ban.

(yeah i know they cant "remove" stuff from IRC, but a decent service bot to issue a warning then a K-line then a G-Line (global server ban) does the trick - If you are supporting Serivces, Forbid the Nick and ban the e-mail addy.

for forums... i think u can "Ban" logins from posting.
