Whats stopping a plain CD Drive from reading a DVD?

The laser on the CD-ROM is way to broad for a DVD. The DVD format is much more compact and higher density. It takes a smaller, more precise laser to read it.

I guess its not possible to change the width of the laser by any chance?

No it's not possible... that would probably require some electron microscope work or something similar... it would be cheaper to go buy a DVD-ROM for $20...
