    by use my ip address as url and allow people to use my web site

    You could use Personal Web Server or download and run Apache.

    If your ip address is real and you have nothing that would interfer with direct internet traffic going to and from you're computer, you can just install a web server. IIS and Apache are the most common, but there are others.
