I haven't seen the movie but, as I understand it, it's about the future when the government can predict when people are going to commit crimes but haven't yet.

Therefore, they act on this information and arrest people before they get round to committing the crime. Indeed, sometimes before the would be perpetrator even knows they are going to do it.

Tom Cruise plays one of the police who go around arresting people but one day, he get's arrested and, suprise suprise, he runs away.
