Just wondering what are the best available computer parts (HDD, VGA Card, Processor, Mother Board ...) ?

The best? Probably a Pentium 4 2.53GHz with a PC1066 Rambus board, ATI Radeon 9700, a few WD 120GB drives, etc...the price would be insane, however.
However, AMD is coming out with a couple of new Athlons on the 21st, so I'd wait for that instead.

No, AMD's Clawhammer will be an entirely new architecture and socket type, there are no current boards that it will fit in.

What's the speed going to be on this new AMD Claw Hammer processor? Is it going to use IBM's IPCMOS? I heard years ago that processors were going to be using this new architecture which uses multiple internal clocks to regulate processing speed.

Where have you read that?
I have heard that it will start with a PR of 3400+, nobody is quite sure how many GHz that is, you can't use the current XP speed rating system since it's an entirely new architecture and may need less MHz to compare with an equivalent Pentium 4.

also, I'm guessing it's going to be .13 micron SOI??

EDIT nevermind, it's going to be .09 micron
The .09 micron Clawhammer will have a 64 square millimeter die, while the same Thoroughbred-S will have a 50-square millimeter die - comparing to an 80 square millimeter die when Intel brings out its .09 micron technology, Northwood-S.

Remeber this is prog_tom. I recall reading somewhere that they were testing it clocked at 800mghz, and when shipped it would be in the 2g range

THe first clawhammers will be .13 micron and will have speeds of about 3000+. Soon after they are released they will come out with a .09 micron process. THey are socket 761 and the slegdehammers are socket 960 or whatever. Clawhammers can support up to 2 processors in a system. The sledgehammer can support 8 processors. The clawhammer will have 64kb of cache for instructions and 64kb cache for registers. It can run 64bit and 32bit applications.
