Hi,
I want to write a simple program(ActiveX dll or ActiveX exe) which can be used by other programs and languages.
All that the dll(??) will do is return a True or False depending on what info is sent to it by the app calling the dll.
My questions are..
1.) what will I use - ActiveX exe or dll.
2.) Will other languages like Delphi etc be able to use/reference this program if it is registered on the pc.

ActiveX DLLs are used with COM. If you want to make a DLL that can be used in the same way as the API, you can't make them in Visual Basic. You'd have to make it in C++, or (I believe) Delphi.
If you create an ActiveX DLL, then instances of its objects will be createable across the system. Simply put the function as a member function of one of the classes.
