try unintalling VB and reinstalling it, if this doesn't help, try reinstalling windows ...

you can probably uninstall IE and install it again, but I wouldn't do it !!!

last time someone from my working place uninstalled ie from an NT server (and then came to me asking why the IIS doesn't work anymore he he - it can't work without IE ..) it took me 3 hours to go over the registry and all the files and take out all traces of IE before I could reinstall it ...

if you do uninstall IE, make sure to back up everything important because you will probably have to reinstall the whole machine afterwards ...

I can't think of anyother ways to "fix" your problem, it sounds as if something is screwed up with you IE installation, you can also try upgrading IE to ver 5.5 (if you don't have it yet), this might fix it because it probably needs to replace part of the DLL's ..
