Locked Threads

I see some threads that are locked,
who did this the administrator(s) or the user?

I dont see an option to lock threads when I edit my posts, so I think it is the administrator,

but in the last post the original author posts, he is talking like he is the one who deleted it.

if users can lock threads..... how?
I cant seem to be able to find an option

Only the administrators can close the threads. It's a option at the bottom of this page at the right side. I mean the not the left.
