I think you use GetPixel. Put it in the mouse_move event. If you need to be able to check the screen outside your program you'll have to use API's. I don't know which ones, so that's all I can tell you.

The picture isn't missing
it was either you or someone else who asked this and it was answered yesterday. search it.

I think u use like the drag over event of the image of the ball, but I could be wrong, as I still don't understand what the hell you're talking about, and why you would wanna do this...
