Transparency...
Anyone know a good program that can help me make transparent images??? Not completly se through, more like the half way dissolve type see through

You could try ULead, I think there's a transparency option on that. And the clone tool on Corel is handy too

depends what you want it for. if its a transparent .gif, you're wasting your time anyway - .gif only supports single colour transparency (a .png supports variable alpha shades though)
Most professional graphics packages will do the trick. My personal fave is Adobe Photoshop, but you might want to try Jasc Paintshop Pro, Micrografx Pucture Publisher, Macromedia Fireworks, or any number of others.
Perhaps www.tucows.com might have something for you to play with
