Because it's not corruption. It's the USAID carrying out their mission statement. You may disagree with that mission but that's politics, not fraud. You really should learn the difference.
Are you sure??? Trump says there's corruption and fraud. Musk posted on X “a viper’s nest of radical-left marxists who hate America,”. That a couple of pretty solid sources for the truth. Plus, a lot of people on X are parroting them. That's another solid source.

It's to bad really, I wouldn't mind a department that looked into the inefficiency of federal agency spending. I also wouldn't mind having a honest discussion on how much we spend on foreign aid. I think more attention should be paid to our own needy. But there has been no honesty from Trump and Musk. And their followers are eager to parrot them and to spread those lies.
