Converting wave file formats -> problem

I am using the mmio* API functions to open a wave file,
specify a new format (i.e. PCM 8-bit Mono) and then
create a new wave file with this format. I have problems
when I call mmioCreateChunk to write the RIFF chunk of the
wave file. I keep getting return code 10 and cannot figure out
what is going wrong.
