need relay control board/timer (rs232) for VB.2008 (make an offer)

To whom may be interested:
Hi, I need someone that can write a fairly simple program that will run 24/7 with a gui that will control 8 commports (serial/rs232) that will have a (4) relay bank attached to them. 2 will be used for now. 2 for future use. I would like a copy of the vb source as well for future editing, as i will need to set the baud and com ports.

Here is what I am trying to do.
I have a 8 relay boards that are RS232 which will be sent over ethernet (no programming needed for that). I need 8 com ports. There are 4 relays per board of which I am only using 2 for now. These 2 relays on each board are going to control a hot water heater(HWH) and an air conditioning unit(HVAC) in a camp dorm room building. There are 8 buildings total. The main funtion of this is to control them by a timer. Specifically as few timers as possible to keep the network traffic down. All (4)time settings will need to be user selectable. I want 2 general on/off settings for all HWH and 2 general on off settings for HVACs. I do not need individual timer control for each one, but rather the general timers that i can select what buildings I want to add to the general timers. I dont care if you use my layout or not. I will need to be able to modify and/or re-lable depending on my customer.
