Can I directly contact and exchange information with any computer connected to the net?
I mean, internet sites are supposed to have an IP address, how can I determine if, say, a friend of mine is connected and, provided we both have a copy of "my personal chat program" connect to him?
I know it's probably a long and complex answer, it would suffice a hint or two and where on the reference guide to look.
