I guess it's what you're familar with. When I was in the Marines I trained at 29 Palms (aka 29 Stumps) for a few months so I've dealt with a fairly extreme desert climate. But I haven't spent much time along the northern US border other than to fly over it. From the air though, it looked plenty rugged, particularly along the Montana border. I wouldn't want to deal with either one without proper equipment and supplies.
