How to assign conditions at Runtime for a Field

I've the problem in proposing an interface and programming too....

As shown in the picure. I want to let the user to assign a formula for the New charge. That depends on the value types.


The "number of value items" and the "actual values" for the New Charge depend on is known only at runtime - (By the user)

I was planning to do this by introducing "Formulas". But think formula will suit only for numeric values. Here the charge not only depends on numeric.

And I'm not sure the interface is designed properly.


Can u assist how this can be accomplished......
