Displaying previous years as the groups continue?

Might be a strange question. I have a report that's grouped by an Occurrence Year for a field. Then a second group below it with the Payment Dates. So first all things that occurred in 1993 and then all payments for 1993 that took place year by year giving results like;

Occurred: 1993

Paid: 1993
Matter 1
Matter 2
Matter 3
Matter 4

Paid: 1994
Matter 2
Matter 4
Matter 5


Occurred: 1994

Paid: 1994...etc...

It's sort of a waterfall leading all the way up to the current date. The reason matters can repeat is because it might have been paid more than once. For example, Matter 2 and 4 had payments in 1993 and 1994 and both occurred in 1993.

Now what I'd like to do is to show Matter 2 payment in 1994, but to also show the historical ones...so I'd like the report to go something like

Paid: 1993
Matter 2 First Payment

Paid: 1994
Matter 2 First Payment
Matter 2 Second Payment
...
Paid: 1997
Matter 2 First
Matter 2 Second
Matter 2 Third


Is something like this possible?
