Access 97 database - Security - Is it possible to isolate the permission setting required to enable a user to create other users and groups.

I know that you can isolate the permission setting required to change the owner of an object, or to delete an object.

I know that you can set the "Administer" permission (dbSecFullAccess) but this gives a user all permissions and I am trying to be a little more selective.
