Freedom of speech means I can go incite racial hatred without being put in Jail. I might get hazed and harassed for it, but the government won't jail me or shut me up. No you will be put in jail for inciting racial hatred because it is racist, and fundamentally wrong. If they get violent in their recation then they will also go to jail.

Freedom of speech is just that, free. However like anything in society it must be used with responsibility.
