Can anyone tell me if the following is possible?

I need to run a VB.Net client/server application on one Win2K server that will allow the user to create a new user on another Win2K server. Is this possible? Do I need the user on server A to signon to server B in order for it to work?

I will know the server name, domain and IP address.
