Hard question about access of file and task management

Hey guys!

I would like to know if its possible to do that using just VB...
I dont have at least an idea of how to do it using vb... So I dont know what to look for.. =-(

1- Do you know the task scheduler (I think that is the name)? It is an white/red/blue icon that represents the program... Theres a way, using vb code, to add a task to this application? I just know how to add a task to it mannually.. =(

2- Theres a way in vb to do something like it (I will try to make it simple):

--> You open any file, for example... ICQ... Then when you click it 2x to open it, your application send a msgbox telling it "You opened Icq.exe" . The applicattion just make a msgbox with the name of the file that you are accessing/executing... Is there a way to do it with VB?
