Anybody have any suitable links or sources which offer help or guides on how to code programs to work in Microsoft's PocketPC OS?

MS has an SDK for this, which includes a version of VB and MSVC for programming specifically to Windows CE. Take a look around the MS Website (it may take you a while, though). Sorry I dont have a link for you.
