Ok you really cant host a website on Dial-up ( You could but it would suck bad.) Anyway, I suggest getting Cable or some other broadband connection. Then get a web server such as IIS or Apache. Your probably going to need a decent computer then can work all hours. Then you need to buy a domain name and have it point to your IP.
You may need to do alittle fiddling with the Web Servers to get the features you want.
My 2 Cents

Like Gimlin said, you can't really host your own website off of dial-up and it helps to have a computer dedicated to being a webserver. The cable (in my area) is about $60/month and a good computer runs from $400-$1400, do you have to ask yourself if you really want to shell out the bucks to get it.
however,
if you do host your own website you won't have to pay a monthly fee, won't have to put up with ads and you can have as many e-mail/ftp accounts as you want.
there's my too cents too:-)
