    overlap

    I have an owner drawn list box that i placed on a dialog
    in a formview application. The list box pops up when the user
    needs to pick data from it.

    How would i get it to draw on top of the child window as well as into the parent frame and even out of the parent frame if
    necessary? I would like to avoid placing the control in another
    location.

    No child window can be outside it's parent. That's why all tooltip windows are top windows.
