Can SetWindowRgn be used on windows that are not part of your application in Windows 98? It works in Window 2000

I would assume so - NT is almost universally more restrictive than 9x.

NT is almost universally more restrictive than 9x.
It works on Windows 2000 but NOT Windows 98. Windows 98 appears to be more restrictive.
