How to change wall paper so that the picture will be tiled/stretch/center?

Hi,
I wrote a replacement of the windows display properties, which can change the wallpaper, color depth and screen saver.

I wrote it a while ago as my university sys admin disabled the display properties , not my best effort but it gets the job done !!
