Windows like webpage

I am looking for a way of making a website like the Windows navigation style... So that it looks like you are navigating through either Windows or Mac OS... Any Ideas, I'm sure that I found somewhere that did it.. It also can't be in Flash (much to my irritation!), it has to be in HTML, JavaScript and ASP.

Any Ideas?

I understand mate.. I just couldn't remember where I saw it... Its not for me its for a mate of mine..

I remembered seeing a CSS for it a while ago..

He wants a site he is working on to look like the Windows operating system... Go figure!
