AES Encryption Function and Creating Identical Function in PHP

I have these two functions.

I need to get identical functions in PHP. Is there any way to do this?

I am no expert in php, but does php even support AES, if not then you better start reseraching the encryption and write your own.
other than that google turns up a few things that may help get started.

if php does support it then you may like to have a go your self and posting your code, I dout anyone is just going to code the whole thing for you.
