I find this rather strange, but the U.S General Services Administration has a Website (howto.gov). The main function of the site is to provide Web-related information such as SEO or microblogging to government agencies. I just find it strange that a government agency's offering information on SEO, considering they are government agencies, and the agencies' Web sites would probably be seen by users and search engines as the go-to place for any information that a government agency can give.
