Well the code would take up too much space here, so a quick solution.
Log onto http://www.planetsourcecode.com and do a search on light, you should come up with about twenty postings, which can be copied or downloaded.
Happy animating, alternatively log onto the same site, do a search for animated gifs and you will come up with my posting for displaying gifs on vb forms. Armed with this handy wee dll, log into http://www.animfactory.com and have a hunt around for the desired effect.
