Resolved [RESOLVED] Server 2003, remove shutdown option for users but not admins

I have a Windows Server 2003 computer that my friend and I are Admins on and there's 6 regular users. All 8 of us use remote desktop to access this server and I was wondering if it's possible for all non-Admin accounts have the Shut Down option in the start menu removed.

We don't want the Users to be shutting down or restarting the server, they're to be allowed to only log off. I think there's a group policy that can be set, but I think that'll remove the Shut Down menu option for Admins too of which my friend and I do need that to be on our start menu's too.

Anyone know what I'm talking about?
Currently using VS 2015 Enterprise on Win10 Enterprise x64.
