Icon not showing on folder until system restart

Hi all, I am makeing a small program that allows user to chnage the folder icon, it does this by using a desktop.ini file something like this

[.ShellClassInfo]
InfoTip=
IconIndex=0
IconFile=C:\cd\fol_icon.ico
NoSharing=1
ConfirmFileOp=0

in the folder , my problum is I am finding that the icon only shows when the system has restarted, is there any way I can show the icon with out a restart thanks.
