Active X web delployment not working

I have to deploy an active x control through a browser and am getting the problem where the prompt to install comes up but after accepting the active x control doesn't display, the ocx isn't registered etc.

I have gone back to basics and have now created a new "hello world" project and the exact same thing happens.

I have been using the package and deployment wizard as an Internet Package and I am getting this behaviour from the automatically created html file. I have changed all the security settings in IE to allow. PC is a fresh with currently with IE 6 on it.
