    You need to have microsft visual studio pro at least then it is:

    Start --> Programs --> MS Visual Studio--> MS Visual Studio Tools--> Spy++

    I Believe Spy ++ is part of the C++ Instalation, or part of the Visual Studio Enterprise Instalation.

    Spy ++ is a C++ Tool. You can install it if you are installing C++ or Visual Studio Enterprise, Pro.
