Resolved [RESOLVED] Windows XP Boot Disables USB Devices

I'm working on a Dell XPS 400 desktop computer that's running Windows XP Media Center '05. I've already had my fair share of issues with this so much so that I've had to have Dell send me a replacement mobo. Which is leading me to my next issue which I'm somewhat clueless on.

For some reason or another, during the Windows boot phase, any USB devices that are attached to the computer at that time (mice, keyboards, etc...) are disabled.

Originally, I thought this may have been an issue with the original mobo. The original mobo had blown caps so that was a major issue from the start. I got the replacement mobo, installed it, and it still suffered from the issue. So obviously, at this point, it wasn't the original mobo but the blown caps were still problematic.

I went to boot Windows into Safe Mode with Networking so I could see the list of files being parsed at boot and it got to the lovely Mup.sys file, stalled for a few moments, then prompted me to interrupt the loading of the sptd.sys file, and this is where the USB devices get disabled. It doesn't matter if I enable or disabled the loading of that file, it still disables all USB devices attached. The thing that's odd is that I have a USB keyboard attached that has a power LED on it and it's still on. It just isn't able to operate at all.

Any ideas on this would be appreciated.

Out of sheer desperation, I ran a Windows Repair and it fixed the issue.

I hate doing that but I was completely out of options.
