According to Microsoft the Windows Installer Service has been damaged or uninstalled.

yah i went through that before.i completed all 7 steps.
but the problem is there 
i think this must be the final solution as stated in that article

I once reinstalled that windows installer, but did not fix the problem.
i tried again using your link and now it works !!!!!!!!

Just a side note for this. The first port of call when encountering that message should be to open the services console (Start > Run > Services.msc) and scroll down to the bottom. 9 times out of 10 you will get this message because the Windows service is simply not currently running.
In the rare cases there is a fault, then as above the fix is to download the latest version of the installer.
