I think what you want is visual studio express

Since your just starting you will start off using vb.net (Visual Basic). If you need help creating your installer let me know i finished making one recently

Given that only one of them has "Visual Basic" in the name is that really something you need us to tell you?

    Re: VB.net newbie question installer

As you can see from that page there is no specific product named "Visual Studio Express". Visual Studio is the collective name for Microsoft's suite of IDEs, of which there are many variants. VB Express is a cut-down version of Visual Studio that supports only Windows development in the VB language.

You can create a ClickOnce installer for your finished project by running the Publish wizard in VB Express.
