    2008 looks like a year.
    01 extrapolating is probably a month.
    05F64E41 looks like a hexadecimal number to me.

    It doesn't look encrypted to me. If you want to hide a name I suggest you use a hashing scheme such as SHA1 or MD5. You will then have to store the original file names along with the hashes as they cannot be reversed.

    If you want to use two way encryption I would recommend the use of AES (MCRYPT_RIJNDAEL_256, MCRYPT_RIJNDAEL_192) in the Mcrypt library. You should be more careful here as it will be more open to attack. But to make it more secure you can change the key every 30mins. .
