what should this '$cfg['SQLValidator']['use']' variable's value?

hey everybody!!!
may some one tell me that $cfg['SQLValidator']['use'] variable should be set as TRUE or FALSE in MYSQL in WAMP server,
Infact by default it has no password, so when i set password, what should this variable's value. without changing this variable's value every thing works fine but if i install @mail application then mysql stops woking, can some one tell me what is the problem?

and what kind of changes should i made to access server with ip instead of writing localhost. for example if i want to acess some page from client with http://ab-aa-09/foldername
instead of using
http://localhost/foldername
