    As penagate and dclamp hinted, you can just install a web server, database and PHP engine locally.

    The best bet (As The182Guy said to me ages ago) is to get Xampp, it has Apache, FTP, MySQL and SMTP that will work rihgt of your own computer.

    Faster than any website
    and doesnt affect your ISP usage

    Someone has already given this answer. http://locahost/ is a close place to test your php page.
