CC tax is rated at a sliding scale of:

0 - 19.99 = zero
20.00 - 39.99 = $2
40.00 - 59.99 = $3
60.00 - 79.99 = $4
Every 20.00 increment is an additional $1. This number can go very high so we need a formula that automatically calculates the data.
