Turn off the internet connection, then they won't be able to connect.
Or rename IE so they can't run it.
Neither way is safe (if your program blows up, or they force it to terminate, there's going to be a problem), but the first way only needs a reboot to fix.

Thanks but that is not what i was hoping for. I want to disable that particular pop up message as i have manage to make the system goes offline. Anyone has any other suggestions??

There are APIs that you can use to find the message window and click on the Stay Offline button, but I don't use APIs that often so someone else will have to tell you which ones to use if you can't find them yourself. (I don't think you can keep IE from doing its thing entirely.)
