    is this possible to make?

hey guys sorry about the psot name i wasnt exactely sure how to "catergorize" this prob. i've ben requested to make a program with the following aspects

"a program that will run on a PC running XP along with Yahoo Messenger that will allow the user to launch a program, or run a batch file, whenever one of my contacts that the user specify comes online. It may be just certain contacts the user wants to watch for so it need the ability to configure a “watch” list of some sort.

    1) is it possible to do?
    2) if so what controls would i need?

i'm completely clue less on how to start this

Did you try searching "Yahoo Messenger" in these forums?
That should get you started, for example here is one hit that looks promising
